This is Portmore Commercial Services. Formed in Weybridge in 2007 by Hamish Henderson-Begg, we are a specialist consultancy providing pre and post contract commercial support services in relation to major infrastructure projects. We have a particular specialism in technology led projects where delivery is mission-critical to the client’s business.
RICS (Royal Institution of Chartered Surveyors) accredits 118,000 professionals and any individual or firm registered with RICS is subject to our quality assurance. Our members are recognised by the designation after their name: MRICS (Member), FRICS (Fellow) and AssocRICS (Associate). Members with the designation MRICS or FRICS are known as chartered surveyors.

Born where the Wey joins the Thames in the shadow of St James’ church, we are conscious of what is fixed & long-term and what is transitory.
Metaphorically, we set out to bring together skills and experience from different backgrounds to create a greater and progressive whole.
I took the lead commercial role in consortium bids for a number of major defence training projects including:
➢ Defence Training Rationalisation (DTR) Package 2 – this was an attempt by the MoD to outsource Phase 2 & 3 Training for logistics, policing, security and administration as part of a PFI deal valued in excess of £3bn. I brought together the Holdfast consortium comprising Babcock, Carillion, Atkins, BT and Compass Group, negotiated and agreed consortium terms and risk allocations, and led the commercial bid to the MoD including the pre-agreement of contract and finance terms;
➢ Armoured Vehicle Training Services (AVTS) – another major MoD PFI project – this one valued at approx. £1.5bn.
We have experience on major support services projects including:
➢ MoD Airfield Support Services;
➢ Future Provision of Marine Services;
➢ ‘Hard’ and ‘Soft’ FM services as part of major Hospital PFI projects.
We provided the Commercial Lead for Invensys Rail (now part of Siemens) on the £110m Immunisation project for the Sub Surface Lines.
Commercial lead for Tyco on the CCTV & Access Control Systems, and Passenger Processing Systems for Heathrow T2.
We know about and have experience with:
➢ Traditional forms of contract (for instance JCT, ICE, MF/1);
➢ Design and Build (for instance JCT);
➢ NEC 3 – especially Option C;
➢ Bespoke Forms – including those developed for PFI and integrated with the full suite of delivery and finance contracts; and
➢ Alliancing.
We know what works in what circumstances.
Because of our wide experience of contracting forms and sectors, we are able to advise on the best contracting mechanisms required to deliver results for both procuring authorities and down the supply chain.
We have a deep understanding of lenders’ and insurers’ requirements and are able to apply this so that contract terms and mechanisms are developed in the most advantageous ways.
